No. A properly installed tarp is protection, usually good for a few weeks to a few months, while the permanent repair is planned, priced and approved.
A good tarp extends over the ridge, is fastened through wood battens, and covers the damaged area with room to spare. A tarp held down with bricks or tied to gutters fails in the first strong gust and can tear more shingles on the way off.
Permanent work means replacing damaged shingles, underlayment, flashing or decking so the area matches the rest of the roof and passes the weather it will face next winter.
